PRE-CONSTRUCTION PROJECT MANAGER – Utility

We are seeking a highly organized and technically skilled Solar Pre-Construction Project Manager to oversee the planning, budgeting, and coordination of solar energy projects during their pre-construction phase.

This role bridges engineering, procurement, permitting, and project development, ensuring that projects are fully prepared for execution and construction.

Essential Duties and Responsibilities:

  • Project Planning & Coordination:
    • Lead the development of solar project scopes, timelines, and deliverables in the pre-construction phase.
    • Coordinate between engineering, procurement, permitting, and development teams to ensure project readiness.
    • Manage due diligence activities, including site assessments, interconnection studies, and utility requirements.
  • Permitting & Compliance:
    • Oversee local, state, and federal permitting processes on assigned projects.
  • Budget & Schedule Management:
    • Maintain pre-construction budgets and schedules.
    • Identify potential risks, cost-saving opportunities, and schedule improvements.
  • Design & Engineering Support:
    • Collaborate with internal and external engineers to review and optimize system designs.
    • Ensure constructability and value engineering practices are integrated into the design process.
    • Coordinate with Electrical Engineers, Civil Engineers, and Local Authorities to ensure all projects meet code requirements, environmental regulations, and utility interconnection standards.
  • Stakeholder Communication:
    • Serve as the primary point of contact for project stakeholders during pre-construction.
    • Provide regular project updates to senior leadership and development partners.
    • Draft and execute change orders as project scope is modified.
  • Transition to Construction:
    • Ensure all project elements are ready for handoff to the construction team.
    • Prepare and present project kick-off documents including: construction drawings, bill of materials, engineering submittals, Site Specific Safety Plans, Site Specific Quality Plans, budgets, and schedules.
  • Human Resources:
    • Author and deliver annual performance evaluations and develop SMART goals for assigned assistant project managers.
    • Author and deliver performance improvement plans for assigned assistant project managers who are lacking in the performance of their duties.
  • Process Improvement:
    • Continually analyze SOPs for necessary updates.

 

Qualifications:

Education:

  • Bachelor’s degree in Engineering, Construction Management, Renewable Energy, or related field.

 

Preferred experience and/or training: 

  • 3–7 years of experience in solar project development, pre-construction, or related project management.
  • Strong understanding of solar PV systems, site development, permitting processes, and utility interconnection.
  • Proficiency in project management software (e.g., MS Project, Procore, Bluebeam).
  • Excellent organizational, communication, and negotiation skills.

 

Preferred Licenses/Certificates:

  • PMP or equivalent certification a plus.
  • Drone Pilots License

  • Ability to travel to project sites (local and out-of-state) as needed.
  • Must be able to walk, stand, and navigate uneven terrain during site visits, including construction zones and undeveloped land.
  • Ability to lift and carry up to 25 pounds of documents, plans, or equipment as needed.
  • Regular use of computers, phones, and office equipment; prolonged periods sitting at a desk.
  • May require wearing personal protective equipment (PPE) including hard hats, safety glasses, gloves, and high-visibility vests when on active construction sites.
  • Comfortable working outdoors in varied weather conditions during site evaluations.
