PRE-CONSTRUCTION PROJECT MANAGER – Utility

The Preconstruction Senior Project Manager serves as a senior technical leader for Arch Electric’s Preconstruction organization. This position is responsible for developing the technical capability of the Project Management team through engineering leadership, mentoring, standardization, quality assurance, and continuous improvement. 

While maintaining involvement in complex projects, the primary mission of this role is to increase the technical competency and independence of Project Managers by establishing repeatable processes, improving engineering coordination, reducing technical risk, and ensuring projects transition seamlessly into construction. 

This role partners closely with Engineering, Procurement, Estimating, Construction, and Operations to improve constructability, standardize engineering practices, and build a scalable Preconstruction organization capable of supporting Arch Electric’s continued growth.

Essential Duties and Responsibilities:

  • Project Leadership
    • Provide technical leadership on complex or high-risk projects.  
    • Support Project Managers in delivering technically sound projects.  
    • Participate directly in selected projects to maintain technical proficiency and support organizational needs. 
    • Develop project schedules, budgets, and execution plans.  
    • Coordinate engineering, procurement, permitting, and operations teams.  • Identify project risks and recommend mitigation strategies.  
  • Technical Leadership
    • Serve as the technical resource for the Pre-Construction Project Management team.
    • Mentor Project Managers and Assistant Project Managers on engineering and constructability best practices.
    • Lead formal constructability reviews to identify opportunities that improve installation productivity, reduce cost, simplify procurement, minimize schedule risk, and improve field execution..
    • Coordinate design revisions with engineering partners.
    • Support value engineering initiatives to improve project efficiency.
  • Procurement & Engineering Support
    • Provide technical guidance during procurement of major electrical equipment and materials.
    • Review Bills of Material (BOMs), equipment specifications, and vendor submittals. 
    • Assist with material standardization and long-lead procurement planning.
    • Ensure compliance with project specifications, utility requirements, and applicable electrical codes.
  • Design & Engineering Support:
    • Collaborate with internal and external engineers to review and optimize system designs.
    • Ensure constructability and value engineering practices are integrated into the design process.
    • Coordinate with Electrical Engineers, Civil Engineers, and Local Authorities to ensure all projects meet code requirements, environmental regulations, and utility interconnection standards.
  • Project Handoff
    • Ensure engineering, procurement, permitting, and project documentation are complete prior to construction turnover.
    • Support project kick-off meetings and provide technical guidance during project execution as needed.
  • Team Development & Technical Mentorship
    • Develop and maintain technical competency standards and progression criteria for Project Managers and Assistant Project Managers, ensuring consistent expectations for technical proficiency across the department.
    • Lead the capture, documentation, and implementation of engineering and constructability lessons learned, incorporating improvements into training materials, technical standards, and departmental SOPs.
    • Create individualized development plans for each Project Manager.
    • Conduct regular technical training sessions covering engineering fundamentals, constructability, procurement, and renewable energy systems.
    • Review PM deliverables and provide coaching to improve technical decision-making.
    • Develop onboarding curriculum for new Project Managers.
    • Establish departmental best practices, engineering standards, and technical SOPs.
    • Create technical reference libraries and standard work instructions.
    • Partner with leadership on succession planning and talent development.
    • Evaluate technical competency during performance reviews.
    • Foster a culture of continuous learning, accountability, and engineering excellence.

Qualifications:

Education:

  • Bachelor’s degree in an engineering or related field.
  • Master Electrician or civilian PE in Electrical Engineering Preferred

Experience

  • 7+ years of experience in electrical engineering, renewable energy, or utility-scale construction.
  • Expertise in electrical designs, construction drawings, and engineering packages.    
  • Expertise in construction processes for utility-scale solar and medium voltage electrical.
  • Experience supporting procurement and engineering coordination. 

Preferred Skills

  • Professional Engineer (PE) License
  • Expert knowledge of utility-scale Solar PV and Battery Energy Storage Systems (BESS).
  • Advanced proficiency in AutoCAD.
  • Advanced Bluebeam Review experience.
  • Ability to interpret IFC drawing packages.
  • Experience reviewing coordination studies, breaker setpoints, and MV relay settings.
  • Knowledge of NEC, NESC, IEEE, NFPA 70E, and utility standards.
  • Experience with medium-voltage collection systems (15–35 kV).
  • Familiarity with SCADA systems and communications infrastructure.
  • Strong understanding of procurement specifications and electrical equipment manufacturing.

Physical Demands

  • Travel up to 25% to project sites.
  • Walk active construction sites and undeveloped terrain.
  • Lift up to 25 pounds.
  • Wear required PPE during site visits.
  • Work in office, field, and hybrid environments.

Work Environment

  • Hybrid work environment with periodic travel to company offices and project sites.
  • Approximately 15–25% travel throughout Illinois, Wisconsin, and other Midwest project locations.
  • Exposure to active construction environments, including uneven terrain, weather conditions, and construction equipment.
